Responsibilities
  • Supervises all phases of the appraisal project in keeping with client contract for the project size andscope listed above in alignment with client and Appraisal Service Operation requirements.
  • Supervises costs, scheduling, product quality, safety and related activities for assigned projects.
  • Prepares the project budget and supervises budget/costs. Ensures timely billing and collection ofclient invoices.
  • Provides project management to ensure project adherence to statutory deadlines, milestones andrequirements and the client contract and applicable regulations and IAAO standards.
  • Creates project short range goals and objectives for project and staff. May or may not involvepartnering with senior manager.
  • Creates the project work plan for all components of the project.
  • Leads status meetings and provides updates project status on multiple work streams, as required.
  • Monitors quality, cost, timeliness, and related activities of all project deliverables.
  • Proactively recommends process improvement and participates and/or leads initiatives.
  • Ensures field and office operating procedures are well defined and consistent with Company anddivision policy and the client contract.
  • Exhibits conceptual and comprehensive understanding and application of knowledge to completepre-valuation tasks (residential/agricultural and commercial/industrial).
  • Supervises residential/agricultural and commercial/industrial pre-valuations.
  • Manages the development of market models, depreciation analyses, cost calibrations, neighborhood delineation,and land pricing for residential/agricultural properties; and expense/income models, cost calibration,and capitalization rates for commercial/industrial properties.
  • Ensures client satisfaction through building credible and trusting relationships and consistently implementing effective communication techniques using the proper communication method for the situation with sensitivity to the community/political environment.
  • Identifies project risks and anticipates/resolves moderately complex issues.
  • Prepares written status reports for relevant parties per schedule approved by the client.
  • Provides supervision, leadership, and training for the project staff. Responsible for preparing, delivering, and presenting end to end training of staff as needed.
  • Ensures effective project staffing levels to meet project goals for what may be multiple projects at the same time. Interviews, hires/transfers, mentors, coaching, trains, performance manages, develops, supervises, leads, and separates project staff.
  • Serves as project liaison with taxpayers, the public, and local officials. Professionally represents the Company and the client to property owners and other members of the public. Fields moderately complex questions and complaints in a courteous manner.
  • Maintains/supervises production records, bi-weekly progress reports, etc. Ensures timely submission of payroll and relevant parties for appraisal staff. *
  • Recommends and helps create, lead, and implement approaches for supporting values and handling taxpayers' complaints.
  • Manages/contributes to formal and informal BTA/Common Pleas hearings and/or related activities with property owners at the conclusion of the project.
  • Identifies additional appraisal service products and services to meet clients' need. Seeks additional revenue opportunities and works with sales/marketing to develop sales strategy and presentation.
  • Recognizes and reacts effectively and professionally to difficult political environments.
  • Analyzes trends and identifies problems which cross organizational boundaries. Works with other employees not only to resolve moderately complex issues but also to put in place systems which prevent problems from recurring.
  • Maintains Industry certifications as appropriate ensuring staying current on IAAO/industry standards and regulations and maintains appraisal/tax systems product knowledge.
Qualifications
  • BS/BA degree in Business, Mathematics/Statistics, Project Management or related field or equivalentwork-related experience; Appraisal certifications and/or Certified Project Management Professionalcertification (PMP) are preferred
  • Must have successfully completed Appraisal related coursework; USPAP 151 is strongly preferred
  • TAX CAMA systems experience is strongly preferred; multiple systems experiences is a plus
  • County/municipal government property valuation/assessment in public or private sector experienceis required.
  • At least three or more years work experience project managing projects full life cycle withthe ability to successfully manage multiple projects and work streams successfullysimultaneously.
  • Proficient experience manipulating computer/statistical models to apply factors influencing values,grades, CDU, neighborhood, land factors and other related factors
  • At least 7 years of appraisal service-related experience involving the proven experience successfullyperforming functions for various aspects of mass appraisal (Residential/Agricultural & Commercial/Industrial), Reappraisal, new construction, Cost Market Valuations, and related appraisal service functions
  • Strong knowledge and understanding of hearing/tracking module and assessment administration
  • Excellent decision making, mathematical, analytical and root cause problem-solving skills
  • Strong computer experience and understanding with Microsoft office or related technology i.e., Word, Excel, etc.
  • Proficiency with Microsoft Project Plan 3 is a plus.
  • Strong experience with Commercial and Residential Cost Systems (i.e. Marshall Swift, Boeckh, etc.)
  • Strong initiative, interpersonal, collaboration and relationship building and customer service experience involving developing professional and trusting relationships with internal and external parties such as clients, vendors, employees, management, senior management, vendors, and relevant parties
  • Strong teambuilding and partnering skills involving conflict resolution, negotiating, and influencing clients to meet their needs and propose viable solutions
  • Excellent planning and organizational skills with a proven track record of prioritizing and executing on multiple priorities successfully involving the ability to manage multiple projects and work streams successfully
  • Strong written and oral communications including training, conveying, documenting, preparing, presenting various types of data to various audiences
  • Strong people management skills involving hiring, supervising, coaching, mentoring, and developing staff
  • Travel depends on the number of projects the supervisor is overseeing; must be able to travel (approx. 10-20%); must be able to provide reliable transportation and carry full insurance on vehicle
